Lord Rangers keynote addressed London’s slipping fintech dominance, and why regulation, not technology, will determine the next global leader in digital money. He traced the UK’s fintech evolution from the Oyster card’s e-money beginnings to today’s tokenised assets and CBDCs. Identifying how, despite this heritage, the UK has fallen from second to third place globally in fintech investment, overtaken by the UAE after a single $2 billion Binance deal.

Lord Ranger’s message was clear: money no longer respects borders. Innovation now migrates to the friendliest regulatory climates. Smart regulation, not heavy-handed oversight, is what will keep London competitive. He called for a new partnership between Parliament, regulators, and innovators, urging the crypto and DeFi sectors to engage policymakers directly rather than complain from the sidelines. “It’s not arrogance, it’s being uninformed. We need your help.” London still has the infrastructure, legal system, and talent to lead, but it must evolve from legacy confidence to digital competence.
